System to power its rapid e-learning and training initiatives.
The White
House Communications Agency (WHCA), founded in 1942, provides telecommunications
and related support to the President, Vice President, First Lady, White House
Senior Staff, National Security Council, U.S. Secret Service and others as
directed by the White House Military Office. This support includes non-secure
voice, secure voice, record communications, audiovisual services, automated data
processing support and photographic and drafting services both in Washington,
D.C. and trip sites worldwide.
The White House Communications Agency
will use the LearnCenter Learning Management System (LMS) to deliver, manage and
track every aspect of its government employee training including job
qualifications and support capabilities in up to 10 disciplines and multiple
skill levels. Training within the agency will take on a blended learning
approach by combining online and classroom based training to improve retention
and training quality. The LearnCenter will also provide a 24-hour online
training portal for employees to utilize even over low bandwidths. LearnCenter
will even manage Instructor Led Training (ILT) enrollments including the
synchronization of the travel and training schedules of the learners.
The need for an LMS within the agency became evident when the White
House Communications Agency began creating CBT (Computer Based Training) courses
over the past two years. In fact, the agency had even considered developing an
LMS in-house but decided it was much more cost and time effective to purchase a
solution that could already do what was needed.
The selection process
began with an in-depth RFP (Request for Proposal) which received responses from
9 vendors. Each vendor had to meet every aspect of the selection criteria or the
vendor would not be able to present a live demonstration. Vendor software
platforms were required to adhere to very specific functionality including
tracking capabilities, course creation tools, and security requirements. Three
vendors were selected to give live advanced demonstrations showing the full
range of their LMS technology. At the end, only the Learn.com LearnCenter was
able to meet the needs of The White House Communication Agency.
